Yes I know that it is not 25 MB/s but it is way better than waiting countless hours for a single update to download. The slow download speed is not an issue from the side of your connection. I've tried many times already, Any way you can check the ISP link speed with a different PC either directly connected (Ethernet RJ45 connection) or Wi-Fi? May not be the PC but the ISP's link or modem. Also, do you have full Wi-Fi signal or is it low? If its a poor connection the speed will drop.

Some are under your control (router issues, port forwarding, and misconfigured settings in your torrent client (uTorrent, QBittorrent etc). Other causes, like blocking or throttling by your ISP aren’t easily fixed by tweaking settings.
